Dear Resident, Participant and Business Partner:

I am writing this letter to you today to let you know about upcoming changes at Yolo County Housing (YCH). As you
know, over the last year, the YCH has been working to balance its budget and to make program improvements that
will benefit the YCH, its partners and those who receive service from us. As part of those changes, I am pleased to
be able to tell you that, for the first time in over three (3) years, the YCH has adopted a balanced budget. This will
help to ensure that we can continue to provide service to all in the coming years. Over the next twelve months, you
will continue to see changes happening at the YCH. This letter details a few of the changes that have happened,
those that will happen in the near future and some of the changes you can look forward to in coming months:

Current Changes

Beginning the week of September 17, 2007, the YCH will migrate to a new schedule. The main office will be open
from 8:00 to 5:00 Monday through Thursday, including from 12:00 to 1:00 p.m. The offices will be closed on
Fridays. The first day with a closed Friday will be September 21, 2007. This schedule will allow us to provide
service to those who wish to come in and do business during the lunch hour. If you are a resident of our units (this
does not include Section 8), including seasonal units, please see your site office regarding scheduled office hours
for an update.

We are posting our new hours to our website, www.ycha.org, along with emergency numbers that residents and
participants can call for times we are not open, including Saturdays, Sundays and holidays. In addition, we will add
the emergency information to our phone system, so that callers without internet access can call in for those
numbers.

Recently Enacted Changes

In the past 10 months, we have made a number of changes to benefit our residents, participants and business
partners. They include:

•        New focus on customer service and new mission statement
•        Updated Safety and Security policies
•        Updated Confidentiality procedures
•        New Procurement and Section 3 policies
•        New Environmental Management programs
•        Continued and increased focus on information and services from our social service partners


In the future, you can expect to see the following changes occur:

Upcoming Improvements

In the coming months, we expect to continue our mission by implementing additional program improvements. They
include:

•        Enhanced web site with more features
•        Decentralization of our rental units (not Section 8) from the central office to the site manager's office for each
Asset Management Project (AMP). The three AMP's are:
         
√        Woodland, including Yolo and Knight's Landing
√        Winters, including Esparto
√        West Sacramento

•        We will also be reviewing our processes for handling leasing, reexaminations and interims, including updating
forms, over the coming year, with the goal of ensuring federal and state compliance, while making the process as
simple as possible for all involved.
